Why isn't polygamy allowed in Judaism when the practice is permitted by the Torah and the Talmud?

It's from the Cherem Rabbeinu Gershom, as Allonyoav mentioned above. But i wanted to point out that if you read about his life you will also see how he personally suffered because of polygamy. He made several bans, and this was one of them.
