Having trouble downloading activestate perl?

I have dialup and I've been trying to download perl from activestate.com but everytime I do it only downloads like 3mb then says the download is complete even though I know the file is 14mb. Does anyone know why this keeps happening and how to fix it? I'm using dial-up AOL so it takes forever to download and it seems like it just doesn't keep the connection long enough for the whole file to download. Does anyone know what I can do to get activestate perl or mabey just the original perl installed on my computer? I'm using Windows XP (x86).
