In-State tuition question on Florida. (UCF and/or FSU)?

My question is will i be applicable for in-state tuition... i lived in Florida for four years straight, but my step-dad is military (navy) and we had orders to move to California. Am i still considered a Florida resident because it is considered a "mission," and we had no choice but to leave? or am i just no longer considered a resident? I am moving back to Florida within the month of graduating my senior year. Also, if there are any students or alumni from either school can you please give me some incite on which school you enjoyed more and anything a prospective student would need/like to know. Thank you.
